THE Problem- Independent users of toilet paper with low dexterity, lowered vision, or one useful hand have difficulty using common toilet paper dispensers. They can't tear the paper while unrolling it. Lowered vision users can't find the end of the paper to pull it.
The Soloution- A spindle mounted on a protruding platform with notches allows the paper end to be found to dispense the paper and catch it in a notch to tear it.
